Default accented Characters.what did i wrong?

"Western European" defined as Preferred Character set in"Preferences".
In the "Add media files" tab, the folder names appear correctly with accentuation; but, upon "scan", all folder names with accented characters are skipped and within the
"Errors" tab with message "The system cannot find the path specified" the folder path names appear WITHOUT accentuation.
    What did i wrong?
Windows XP latest SP , automatic updates.
    OrangeCd Suite 6.2.7 build13214

    youppi!!
after having read dozens of scattered questions and answers i finally found the solution: define in Windows control panel the language to use with non-Unicode applications.

i am ready to pay much more for good software and good documentation!!
