OCD writes unnecessary JPEGs

When exporting to HTML, OCD sometimes rewrites hundreds of JPEG files, even when only a few albums have been added. It doesn't always do this ... just once in a while. This morning, OCD behaved properly ... I added three albums, and it added six JPEGs. But yesterday, I added two albums and OCD re-wrote 2,961 JPEGs!
 
The reason that is a problem is that I use FTP to update newly changed files to the website where my Orange database is stored. When Orange needlessly updates hundred of JPEG files, I have to go through the tedious process of manually figuring out which ones are actually new and need to be uploaded to the website. It gets to be a major hassle ... to the point where I dread updating my online Orange database.  
 
Am I the only one experiencing this? Does anyone know the cause of this maddening behavior? And, more to the point, does anyone know of a cure?
